Overview

The Child Care and Development Fund (CCDF) State Plan describes how Texas Workforce Commission (TWC) will implement the provisions of Child Care Development Block Grant and Child Care Development Fund regulations. Beginning 2016, the plan is submitted to the Administration for Children and Families every three years and amended by TWC as necessary.

2019–2021 Child Care and Development Fund State Plan for Texas

On April 3, 2018, the Texas Workforce Commission’s (TWC) three-member Commission approved the draft 2019–2021 Child Care and Development Fund (CCDF) State Plan for Texas PDF for posting for public comment.

TWC welcomes and invites input on the CCDF State Plan and Child Care Disaster Plan. All comments must be submitted by Tuesday, April 24th, at 5:00 p.m., and may be:

  • emailed to TWCPolicyComments@twc.state.tx.us;
  • faxed to (512) 475-3577; or
  • mailed to TWC Policy Comments, Workforce Program Policy, 101 East 15th Street,
    Room 440T, Austin, Texas 78778.

The CCDF State Plan details the following topics related to the child care and quality improvement systems in Texas:

  • CCDF Leadership and Coordination with Relevant Systems
  • Promoting Family Engagement through Outreach and Consumer Education
  • Providing Stable Child Care Financial Assistance to Families
  • Ensuring Equal Access to High-Quality Child Care for Low-Income Children
  • Establishing Standards and Monitoring Processes to Ensure the Health and Safety of Child Care Settings
  • Recruiting and Retaining a Qualified and Effective Child Care Workforce
  • Supporting Continuous Quality Improvement
  • Ensuring Grantee Accountability
